You can absolutely combo a huge chunk off health off as it hits 4 times in one swipe. It is totally viable. I personally really enjoy dual wielding 2 Elenora's poleblades. It has a lot of bleed potential and variability to moveset. Can either use regular attacks, jump attacks, or the weapon art. It is a ton of fun.
Twinblade's Bleed build-up might look great at a glance, but 150+ AR difference is gnarly. Besides, you'll probably still procc Bleed the same amount of time in a single boss fight... depends on how resistant your target is to Bleed i guess.
